Safe and sanitary water is one of the basic conditions for human survival. In September 2000, the United Nations Millennium Summit put forward a millennium development goal with eight specific contents. Among them, "halving the proportion of people without sustainable access to safe drinking water and basic sanitation by 2015" is an important part of the seventh goal "ensuring environmental sustainability". The water quality of water sources in developing countries is seriously polluted, and groundwater is polluted by arsenic, fluorine, iron, manganese, organic matter, microorganisms and so on. From the perspective of water supply technology, the conventional process is basically adopted. In addition, the drainage system is not perfect. Most of them rely on small septic tanks to treat wastewater, and these septic tanks basically can not meet the sanitary standards. Considering the continuous improvement of China's international status and the increasing international responsibility, the ecological environment research center of the Chinese Academy of sciences applied for the establishment of the "CAS-TWAS center of excellence in water and environment", which will transfer the accumulated experience in the field of water and environment to the management and technical personnel of developing countries through the platform, which is important for responding to the Millennium Development Goal strategy of the United Nations, Improving the health outlook and quality of life in developing countries is of great significance, and it is also conducive to expanding China's political influence in developing countries.
